With over 15 years of Human Resources experience in the Bay Area public sector, Kimberly Castillo brings a strong commitment to strategic partnerships, innovative policy development, and diversity, equity, and inclusion (DEI) initiatives. Her roles at the City and County of San Francisco, the City of Berkeley, and currently at Contra Costa Water District, have included modernizing HR systems, optimizing talent acquisition processes, and implementing training programs that have transformed workplace environments. These experiences have sharpened her skills in change management, consensus building, and leading diverse teams—qualities she is eager to contribute in support of PSHRA’s mission to advance excellence in public sector HR.
